I don't think it can be done. This site also says this :
"For Personal Card, Gold Card, Platinum Card, and Corporate Cardmembers, ATM transactions will be debited from your bank account, not billed to your American Express Card. Some Corporate Cardmembers will need to enroll through their companies. Please check with your company to find out if this applies to you. "
If you need to use your card at a place that does not take America express. Sometimes you can purchase prepaid debit cards with a MasterCard or a Visa Card with an American express card. I know you can at Kroger's at the express checkout at some locations.

Get a pin # from you credit card provider and follow the directions at the ATM. You'd be better off with a home equity loan though (lower and deductable interest).

You can use an ATM if you have a pin number. Or go to a bank and ask to do a cash advance. You may want to call first; sometimes banks only accept Visa or Mastercard.

The interest rate on cash advances on credit cards is higher than their normal finance charges, sometimes as high as 21%. Taking out a cash advance would be a last resort option for me.

You can't do that with American Express, since it's not a revolving credit account (you have to pay the balance in full every month).
If you need cash, see if you can purchase their traveler's checks using the credit card and then cash them at your bank.

I'm a little unsure about this myself, I guess you can get it out of an ATM with the AmX logo on the machine, but there are limits.
You can send with AmX through pay pal. I've done that when jammed up !

You'd have to call them and have a PIN number given to you if you want to use an ATM. Usually your bank can do it for you, and not need a PIN, just swipe it as a cash advance.

Yes, you do use an ATM machine along with a pin number.
On another note, I wouldn't recommend doing that unless you need to. The interest they charge you is usury.
