God says His Spirit will not always strive with man , also we can grieve the Spirit.The scripture you refer to is in Romans 1:28.Here we see the act of homosexuality.I am sad that there are those who even suggest that such behavior is exceptable with God.God commanded Adam and Eve to be fruitfull and replenish the earth.It takes a male and a female to bring forth life even amoung insects.Their sinfull behavior is an abomanation in the sight of God.For this He gives them over to their own demize and one cannot repent unless they are sorry for the sin which many today are not.But the prayers of a rightous man availeth much in the eyes of God , so if you know someone like this start praying .God may not hear their prayers but He will here yours if your a christain.And remember you can't be righteous except for the blood of Jesus.

A reprobate is usually in the Bible something that God's gives men over to after they have consistantly rejected Him and blasphemed. If you are concerned about it, it is most likely that you don't have it.If you had it you wouldn't worry about getting forgiveness for it because you would have rejected Christ.
All sin can be forgiven by turning to Christ, believing in Him and confessing Him as Lord.

A reprobated mind is when a person thinks wrong is actually right and therefore feels no uilt for it. I don't know if it's something you need forgiveness for. It's more like a curse for doing so much wrong that you numb the concious AND the holy spirits voice. You would actually have to ask forgiveness for the sins that got you to that point and ask God to heal your mind.

As long as one is alive and repentant, forgiveness is possible. There is always a glimmer of hope. There's a big "but," however. When someone has been given over to a reprobate mind, it means that God has allowed someone to indulge without reservations, the sin in which they enjoy. This is a difficult hurdle to overcome once it is in place. It usually takes a tragedy in someone's life to bring them back to their senses.

one who is lost and not able to be saved due to them completely being given over to sin.....
I guess you could say one that has completely and udderly rejected God for the last time...

Could it be reprobate?
Reprobate means immoral, deviating from what is considered right and proper. A reprobate (as a noun) is one who has abandoned morality and is lost.
