If there is adequate food, water and sanitary conditions it's not really neglience. If it's not all that hot it's not neglience, but I don't know how warm it gets in Florida.

My neighbors lock their dogs outside during the days in sunny Central Fl. They are in a 12X12foot Chain-link fence with a tarp draped over part of it. Often, they bark and whine. Is this ok? What can I do, I mean, they are my neighbors and I don't want to be putting my nose in their business? At the same time, why get dogs just to lock them up outside? Anyways... thanks for the help.
Not only this is Negligence but this is also animal cruelty IMO. I would contact the police and report your neighbor.. If that does not work... go to http://www.aspca.org/site/PageServer?pagename=cruelty_2k5_searchEnforcement and file up a report of animal cruelty. Do not be afraid of stepping in.. your neighbor is doing the absolute wrong thing and something needs to be fix, NOW!
It is just too hot down here in Florida to lock out an animal outside in the blazing hot sun. You will be doing theses dogs a favor by saving their lives rather then dying.

If they allow the dogs to run around and play. If the area is big enough for them to lay down, turn around in and go to another corner and eliminate. If theire cages are cleaned regularly. lots of food and water.
then no this is not dog negilgence. would you rather the dogs roaming the streets with other non animal lovers out there killing them. Would you rather them get hit by a car.
they have a safe place to eat sleep and so on. If the dogs were not locked up in your trash and throwing it all over the place then you would be on here asking us for info on the dog catchers and the pound and there they will eventually get killed. Be glad that your neighbors are curtious enough to keep their animals contained and out of your trash and your belongings why they are not home.
dogs were once wild, way back in the day. it is o.k. that they are outside in the heat as long as they have shade and plenty of water.
if they were turned in and taken away this is the exact circumstances the dogs will end up in that they were taken away from. Some shelters are outside with no a/c and so many animals that these animals are only taken for walks about 2 times a day.

If you can see fresh water and food in the kennel, and the tarp is put there for shade I would assume, It's a shame, but perhaps the owners are at work for a full 8-10 hr. day, and can't keep the dog in the house for that length of time. as long as they have the water there and food, and can sleep the day away in the heat, what else can you do,? nothing, the dog is there at night for the people to come home to and hopefully at that time the dog will get the love that he has been longing for all day.....ellie

If they have ample shad and water and food I guess no harm done. I think like you do, why have a dog if its always locked up. If you are worried you can always call your local shelter and report them. This may "wake your neighbor up" or go to your neighbor and let them know that the dogs bark alot while they are gone and you'd like it if they could find a way to keep them more quiet. This one is a tough call. Be a good neighbor and talk to them first, if nothing is done, and you are still worried call your local animal shelter and they will come out and check on them :) Good luck!

I live in FL and there are some days that it is way to hot outside to have any animals outside, let alone a human. But if the condition are sanitary and the dog has plenty of water, they should be fine. But speak up on those hotter then hell days. If they know you are concerned they might make more of an effort.

The dogs are probably okay if they have food and water. Especially water. However, if they constantly bark and whine there should be an ordnance outlining the length of time they are allowed to make noise. In my area it is 20 minutes, check with your local animal control.

if a dog has shelter and water and are well fed and looked after, there may not be a case for negligence, however if they whine and bark all the time, it may be worth calling your local dog protection.. OR you could just say something to your neighbours, such as "if your out all day - would you like me to check the dogs are ok and have water for you?" and gauge their answer? this can be a difficult one, but if you are really concerned - chat to you dog patrol , we would call the RSPCA, I am not sure what your equivalent would be?

Sadly as long as the animal has adequate food, shelter and water there is not much you can do. You could try to contact animal control. If there is no shade where they are tied up then it is a possibility that that is means for a fine and cruelty charge.

No I don't believe that it is negligence. The only time it would it be negligence is if they didn't feed or water their animals or left them
out for long periods of time in the heat, or if they abandoned their dogs and didn't take care of their pets medical needs. If you do
see them striking the dogs or not feeding them report them immediately.
