does anyone know of a photo editing software that can turn my photos into cartoons?

you could download tons of photo editing software at download.com im not goin to give you an exact recomendation because things have to be how you want them not me and i dont know exactly what your looking for but itll give you some basic ideas of what the sofware can do b4 you download it

Ummm.... If you have the necessary skills, you could use Photoshop ( my personal favorite image editing software ), but I don't know of any software to do that specific task.
