they may not have owned cars,,,did they have feet, there was a 5 day notice that it was comming,,,in 5 days i would have walked far enough to be out of the severe danger zone.
they may feel strong ties to their homes...well then they would make a fine gravesite.
many things should have happened at that time, the city buss system should have been employed to evac anyone that needed it. even buss stations 50 miles inland would have been better than what they had.
there are aver a million could hav ,should have, would haves in that situation but in the end it comes down to people being responsible for themselves. these people stayed there when they were told that the levies may break and even if they do not it will be a disaster bigger than you have ever seen.
i do not think that they should pay a fine,,,but at the same time i do not think that out national guard troops and volunteer firemen and our police forces should have to go back in to save their sorry asses......MANDATORY EVACUATION should mean just that get out. no questions. end of story,
but instead (in today's culture) it means if you feel like leaving and it will not be too much trouble for you you should strongly consider leaving the area.
people need to take responsibility for themselves. people in 3rd world countries live in conditions like that every day and they pull through because everyone helps everyone else. thoes people just sat around saying "nobody is helping me"
news flash people nobody is required to help you. especially if you will not help yourselves.
i saw more old people that were trying to be productive than i saw of the youth. they were all too busy complaining about noone helpong them,,,did they ever think that maybe they should have been helping someone that was not as strong as them.

when people ice fishing are told not to go onto the ice, then they do, the ice cracks and they have to be rescued -- they have to reimburse the city/township. on sunday, here in florida gov bush already declared a state of emergency. becuase of this they were able to evacuate visitors/tourists from the Keys. residents have an option. it had already brought the emergercy centers to life and other items. i've orded up my home a number of times and have been thankful for the "waste of time" as the potential hurricanes avoided my area.
when a mandatory evacuation is called for - it's just that - mandatory. if you can not leave of your own accord we have transportation. i do recall seeing women with rings, necklaces, earrings -- things that could have easily been pawned for a bus ticket out of town. heck i've had to pawn stuff before to make my rent "back in the day". it's what you do to survive. maybe that's why t's called survival of the fittest. I agree that there are and will be some that ARE unable to leave of their own accord and they should be offered assistance. the people that would not leave because of an animal.... no excuse. while i adore and love my dog, i would not lay my life or the life of a family member or child in the path of danger to save an animal. one things Katrina did help me with, okay two -- 1) flood insurance even though i'm no where near a flood zone and 2) an inflatable raft! sounds stupid but.... i'm of the nature that it's better to be safe and sorry and in an emergency - you can depend only upon yourself! my friends and i all have plans and back up plans that's just what you do when you live in areas prone to hurricanes, tornado's, etc.

No one knew for sure how bad this hurricane was going to be. I live in North Carolina and I've experienced a handful of hurricanes. There's no way to know for sure how damaging the storm can be. Besides, imagine being down there while everyone was trying to get out. The chaos and panic that these people were feeling. People get CRAZY when they get scared and sometimes do stupid things like cause accidents and stuff. I would have been scared to leave too. You shouldn't ALWAYS have to suffer the consequences for making a mistake. We all make stupid mistakes and if we were punished for them all....everyone would be living a life full of misery, myself included. Sometimes you just need compassion, not contempt for making a mistake.

I think the mayor of new Orleans should be fined or jailed. This piece of garbage got himself out of the city fast and now blames it on a race issue. He blames everyone but himself. Why didn't he help with an evacuation by getting these people into the busses that were in that city instead of letting them go underwater? I can't wait to see what questions DR.Phil has for him on his show tomorrow at 4:0clock central, on CBS.

No they should not be fined......have you thought that maybe they did not have a vehicle to leave in. And yes they had buses but did you know people were refused to board with their animals? Have you stopped to think that maybe they really did not believe that the hurricane was going to be that bad.... that the levees would hold? How many times have they said hurricane heading to Florida and people board stuff up and then it rains and blows around a bit and then its all over. Do you honestly think that people would choose to stay had they for one moment thought it was going to be that bad.
And I would rather my tax money go to help Americans in a disaster than to a foreign country that is in debt and we the U.S. are bailing out once again!

If there is truly adequate warning, and there are safe routes, transportation provided if necessary, and destinations available and people choose to stay for personal reasons not related to caring for a disabled family member or something like that, then yes I think they should have to pay what it costs to rescue them at a later date if there is a rescue mission sent out

Yes, they should pay for the chopper ride. If they didn't have a car they should have walked. How can people live in a hole, be told the hole is going to be filled with water, not leave, then ***** that other people didn't help them?

Fining them might be a tad harsh, however I don't think that emergency workers should risk their lives to save them, that's for sure!
