First you have to limit his access to any part of the house where you cannot watch him. If you cannot watch him, put him in a crate. Keep him in the same room you are in. If you see him
start to lift his leg, stop him. It will take a lot of time until he learns - it's much like house training a puppy. You have to see him do it to correct it. Let him know it is not acceptable - you don't have to be harsh or hit - just voice your disapproval. He'll learn you don't like it. He may never get over it totally at his age but you should be able to control the majority of the marking.

Ouch, set yourself up on a schedual when he is to go outside to go to the bathroom. When he messes in the house and you catch him doing it then discipline him somehow...You can't punish him after the fact because he wont understand why he is being punish...and have patients...its going to take this dog longer than expected because he doesn't understand and you have to totally change his way of thinking. Its like teaching a four year old that they no longer speak english but have to start learning a completely new language

Have him neutered. Then you can get this thing called a belly band. It wraps around his parts so he can't pee on anything. Every time you catch him marking in the house tell him no and take him outside. Don't yell at him because it will only make it worse. Once you are satisfied that he is not lifting his leg on anything you can remove the belly band.
