Which program do you think is the best for creating graphic designs for clothing. I'm looking to buy one of them and am researching which is best for me. Please only write about the following programs:

Photoshop
Photoshop Elements
Paint Shop Pro
Illustrator
CorelDraw

Thanks

Look into Corel Painter or Painter essentials.
You can do more with these in regards to textures and such.

There is also a program for creating fabric textures ... but I can't recall what it's name is ... sorry .... do a google for textile graphics.

I'd suggest Photoshop but Illustrator is good for what it does. Used copies are often found on auction sites. You can't register them but they are fully functional. You might contact Superiorimage@verison.net for the media if you need it

Well, if you want to draw solid pictures like cartoons and stuff, go wit Illustrator. But if you want to do photos and stuff, use Photoshop. I personally prefer Photoshop, because it can do a large variety of things.
