Cardio: short for "cardiovascular". It's exactly like "running on treadmills and stuff". Whatever gets your heart rate elevated. It's good for helping your body's ability to repair itself and function for longer periods of time. Plus it's good for, well, your HEART, and your LUNGS.

As for how "effective" it is, I dunno whatcha mean. Any workout is only effective as the person who's doing it. Cardio doesn't really build too much specific muscle mass, like a weight-lifting routine; if you lift weights, you should also do cardio. Heck, if you want to, just do "cardio" by itself. It's really all you need for day-to-day fitness.

Cardio is anything to get your heart rate up. Swimming, treadmill, walking fast, running, tae bo, kickboxing, aerobics.
This is what is needed for weight loss. Your body begins to burn fat after 20 minutes, so you'll want to do any of the above activities for a minimum of 30 minutes, and then in time, to build up to an hour. You can burn alot of fat doing cardio.
