I doubt U-Haul would allow it regardless of if the law allows it.
If you allow an unauthorized person to drive the U-Haul, you void any & all insurances.

That would be a bad move if there is an accident. Your a minor and want to drive U-Haul with a trailer? Adults don't like to drive U-Haul's with trailers because moving vans and trucks are not fun nor easy to drive for the experienced driver let alone the experienced. I don't like doing it and I used to drive for a living. Don't take my word for it. Go and ask people who have moved whether or not they liked driving the van or truck?

No, U-Haul does not allow anyone with a permit to operate their vehicles. You must be at least 21. If you are under 25, there will be additional charges for insurance.

It's not against the law, it's just that no rental companies allow drivers with permits. Call and ask at any U-Haul location and they'll tell you straight up.

No you MUST HAVE a drivers license and a credit card to rent a truck. You must also be 21 years of age.
