Was it an ISO Image file? Most Live Distro's come packaged that way.

Check your burning software for a 'Burn ISO' option. If it has one navigate your burning software to the directory where the ISO is and then burn it with aforementioned option.

I bet it works.

You burned correctly? You don't just drag the downloaded ISO icon to data compilation window, that won't work; use the "burn from image" and choose the file from there.

Then check the BIOS for how to correctly booting a CD, the "Booting from HD" option might be mistakenly put in front of "Booting from CD" in that case it would always boot into Windows on hard drive.

What happens when you try to run the CD?

What you downloaded was a CD image file. You need to use your CD-burning software to create a CD from the image. If you just burn the image file itself to a CD, it won't work.

You need to be able to boot from your CD. To do this, some BIOSes allow you to press F8 durring boot to bring up a boot menu and select where to boot from. If this works, choose your CD drive. Otherwise you will need to change the BIOS settings to boot from the CD. To do this you will need to push a button (this differs by vendor but is usually F1, F2, F11, or DELETE) and modify the settings.

Good luck, and enjoy Linux.
