I need to know if the mennen baby magic lotion is oil or water based.

Add some to water and mix. If it dissolves it is water based. If you see an oil layer accumulate at the top it is oil based.

Read the ingredients. They may give you a clue. Most baby "oils" are just that, oil. But see, especially what substance is at the top of the list. If it is primarily water based, the first ingredient listed will be water.

The material may also be one or the other as a base, with the OTHER substance held in suspension, much like you would see after you shook a bottle of italian salad dressing.

I don't know the details of your project, but mightn't it be easier to use substances of KNOWN bases, such as motor oil, salad oil, dyed water or milk solutions, etc?

water based if it were oil , it would irritate the babies eyes if used.
