When we helped liberate Cuba from Spain during the Spanish American war we signed an agreement to lease that base for a $ amount every year and can only be canceled if BOTH parties agree. Cuba hasn't cashed our checks in years in protest, but we don't care.

It was a gift from a newly independent country Cuba to the USA for their aid in freeing Cuba from Spain after the Spanish-American War. It is a part of the USA just as downtown Cleveland is part of the states. As such it has as much to do with Cuba as downtown Cleveland except for the worry that they maybe invaded at anytime. Hence the large contingent of Marines.

Seemed like a good idea at the time, just like Gibraltar for the Brits. Ships burned coal and had to be refueled. Modern oil-burners do too, and we have a lot of them, but the nuclear navy can pretty well run on one fueling for the life of the ship.

Cuba wants Gitmo and Spain wants Gibraltar. Of coiurse they want them as gifts. They'll get these spoils of war back when America and Britain are good and ready.

Just because we have a base there, doesn't mean we are frolicking with them.
