It is possible, but unlikely. RE-4's are usually (but not always) given to those who have demonstrated a pattern of misconduct.

Regardless of the reason for the RE-4, it would be better if you first applied to have the reenlistment code changed by the Board of Correction of Military Records.

Next, to reenlist, you would have to have a recruiter apply for a waiver, which would then go to another board for review. Expect a waiting period of some length for either of these boards.

It depends on the service and the cause 2 letter code. Usually it's case by case but I think The Air Force, Navy, Coast Guard is a definate no. You may be able to get into Army National Guard with just a wavier
