Any party supply store or craft store should carry them. Just call and ask. Prices will vary depending on the size you get, they have small ones that will only hold a few little candies, to ones that will hold almost a lb. of some candies, the bigger they are, the more expensive they are. But I don't think they're horribly expensive, I think the biggest will be around $1-1.50 each.

I got mine on Ebay. I got plastic ones in a pale silver with silver handles. They also make wedding themed fortune cookies that would be cute inside with a little tag stating "We're so fortunate that you were a part of our wedding day"
If you have access to a school or scrapbook store with an Ellison die cut machine, there is a small take-out box die cut that you assemble yourself with glue and a ribbon handle. It is very cute and I've used them as party favors. You can totally customize your colors with the die cuts.

I sell wedding accessories and favors and although I do not offer the item you are looking for on my website, I can order them for you through special order. I need to know what color you are looking for. There are so many options. For example: plain white (like you see at chinese restaurants) come in packs of 50 and cost $15.00. Colored ones come in smaller packs and 2 sizes. If you are interested in more info email me: Jen@customweddingsolutions.com

Search for gift packaging and candy boxes online. There are lots of sites that sell to retail shops and will sell to individuals as well:

http://www.papermart.com
http://www.masonbox.com
... to name a few.
