A solution of household bleach mixed 1 part to 10 parts of water will disinfect solid, impervious suraces, such as metal or plastic.
I do it weekly on the rescue squad. It meets OSHA and CDCP standards.

You might do well to call a doctor or a public health professional or an AIDS educator for a firm ansswer on this, however I have heard that a bit of bleach in the dishwater is sufficient to kill hep. b and hiv, tho I don't know about hep c.

Bleach kills anything, if these are surgical utensils, alchohol wipes. Heat works the best of everything, but why are you doing your own surgery? Go to a hospital and let them do it!
