You might try evaporated milk instead of just milk. You will get a thinner sauce, but this will taste more like the cream than regular milk.

No, whipping cream is a different consistency and replacing it with regular milk will ruin your sauce

i think the whiping cream might be used as a thickener, make it creamier.

you could always try, but use whole milk.
