No, not illegal.
"Schwarzenegger moved to the United States in September of 1968, with little money or knowledge of the English language, and trained at Gold's Gym in Santa Monica under the patronage of Joe Weider.
He earned a B.A. from the University of Wisconsin-Superior, where he graduated with degrees in international marketing of fitness and business administration in 1979.
Schwarzenegger became a U.S. citizen in 1983, although he also retains his Austrian citizenship."

No he was not lol. Geez. He came here with a legal visa and worked here and then became a legal citizen. And what do you mean "when he lived here?" He still lives here. He is the Governor of California, lives in Sacramento and in his home in Brentwood lol. This is also why he keeps the veto going on illegal immigration. because he came here legally.
