well when the flop comes, if someone bets big when there are say 2 9's on the board. Thats pretty obvious.

Really, there's not much you can do to tell if somebody is bluffing or not, apart from study the hands he shows during the session. People sometimes sweat, blink, fart or all kinds of things ANYWAY. Poker might just be a coincidence. Don't put too much store in reading 'tells' -- that's mostly TV and movie stuff.
If you're talking about no limit Holdem, where the bets can get scary, there's generally more bluffing than in limit, when the amounts are fixed. A raise in limit preflop is less likely to be a bluff than no limit.
Study the game and get your foundation solid. That way, you won't worry so much about what HE has. You know you'll be betting and raising with the best hands more often than not.

If he stares you down or puts his chips in the pot in a forceful way then i would think he could be bluffing the pot. Does he put his chips out nice and neat or did he throw them into the pot. Also the amount he bets is a good indication of a bluff, if had been playing him all day and i see him over-bet the pot and he got caught bluffing then i would store that in my mind for later so when he over-bets the pot again chances are he is bluffing. That's why you should vary the size of your bets and how you play your draws, mixing up your game will throw off others and will let you bluff more. Also just the general way the person plays can be a giveaway, if he is tight and you haven't seen him bluff a lot or is he crazy and does he try to bluff a lot. But be careful because sometimes they will over-bet on purpose just to trap you, i know i do this sometime when i flop a tricky hand like a set on a rag board or some weird kind of straight.

In order to read if someone is bluffing you need to understand that persons poker knowledge. If you playing against someone who is new to the game then you will just be spinning your wheels trying to figure out what he is doing. He has no idea.
Sometimes sitting forward towards the table means you have a weak hand. Kicking back in your chair means you have a strong hand.
I hope this helps.

They smile a lot. And when he puts his money down the space between his eyebrows will wrinkle. Cops use this to see if a person is lying to them. When he's telling a lie, it happens naturally.

Everyone is different. Some people have tells, some don't. There is nothing that anyone can tell that will work in all situations, or even most situations.

If they look at their cards and smile real big than they either have a good hand or are pretending.
