I would recommend Photo Impact ... any version since #8.
Current version is #11, and can be purchased for under $100.
Older versions can be had for around $50 or much less on ebay.

Sorry, I can't really find a free program, but I use Print Artist, and there are many up for auction on ebay at a very low price. See the below link for an example. Good luck.
