Approximately how much time would it take to get from La Guardia Airport to an address on Park Avenue between 30th and 31 streets by taxi? This would be a Friday morning in September at about 11:00 AM.
Also, what should I expect a taxi from La Guardia to said address to cost?

on a friday morning at 11:00 am if the cab takes more than 30 minutes he should be arrested for impersonating a real NYC cab driver.
Here's how to do it ;
Exit LGA take Grand Central Parkway towards Triborough Bridge 1 or 2 exits to BQE - Brooklyn Queens Expresway towards Staten Island
exit BQE at 495 west - Queens Midtown tunnel - give the cabbie $ 5.00 for the toll
The tunnel exits into manhattan around 34th st & 2nd ave so you're basically 3 blocks crosstown and 3 blocks downtown from where you need to be.
the actual distance is around 10 miles or less depending upon where in LGA you start
so heres the cab math problem
Getting in cab $2.50
cost per mile $2.00 @ $.40 per 1/5 mile X 10 miles = $20.00
Cab ride $ 22.50 +$ 4.50 tolls= $27.00 + tip

at 11 am on friday, the city will generally be busy with early labor day traffic. i would guess about 20 - 45 minutes to get there. price should be about $25. it's $45 flat rate from jfk, and lga is closer so at a max it will be $45.

It might be from 45 minutes to an hour,
Check some shuttle service to a hotel close to your destiny and walk a litttle, if it's possible to you, might be much cheaper
