How can I get wavy hair with more together/refined locks?

i scrunch my hair & air dry it
how can i tie it/clip it in a particular way to make the curls more subtle & together? like this...

is there a better way to get that kind of curl?

It looks like she used a small flat iron and used it as a curling wand after straightening.
