Traditionally it is on the 3rd finger (not counting the Thumb as a finger) on the left hand counting from the pointer finger. Supposedly there is a vein that runs directly to the heart on this finger. Also traditionally - although lots of ladies don't do this - the engagement ring should be last on the finger (closest to the fingertip) so that the wedding ring is closest to the heart.
Finally - many people honor the tradition of never taking their wedding ring off once on - I know my parents have done this (been married 48+ years). I basically never took mine off when I was married for 12 years although not as fanatic as NEVER taking it off. Because I like honoring this tradition I would always want a separate ring for any diamonds/stones etc. etc. so I could keep my wedding ring on when doing dirty or messy work.

When engaged the ring is worn on the woman's left hand on the ring finger. That's the finger between the pinky and the middle finger. When married the wedding ring is worn on the same finger only closest to the hand with the engagement ring outside of the wedding ring.

Before you are married, you wear the engagement ring on the ring finger on your left hand. After you are married, that's where you wear your wedding band. Then the engagement ring is worn on the ring finger of your right hand.

If you're abroad, the engagement ring is worn on the left ring-finger & the wedding band on the right ring-finger.
In the US, the engagement & wedding ring are worn on the left hand. Tho' some left-handed people opt to wear them on their right ring-finger.

On the left ring finger~ according to tradition this finger was believed to be the one with a vein that ran directly to the heart. Placement of the ring around this finger was essentially 'keeping it close to heart'. Once married, it is not uncommon for the engagement ring to be resized and worn as a right hand ring.

If your talking about location, that would be on the ring finger, on the left hand. But if your meaning which one is first, I don't know if there is a set "rule" to that. I have my wedding band on first, then my engagement ring on top of that
