That's not an easy answer because Neopagans believe a variety of things.
Best answer is that Neopagan is a blanket term for any religions that are considered Earth-based, "New Age", or Reconstructionalist that aren't one of the big 5 (Judaism, Christianity, Islam, Buddhism, Hindu) and is not an Eastern philosophy/religion or a Native American/Aboriginal spirituality. Neopagans can be Wiccans, Asatruars, Hellenics, Eclectics, or Druids. They can be trying to reconstruct an ancient faith or be following a path that is inspired by that faith. They can be Earth-based, or Earth-respecting. They can be monotheistic, pantheistic, polytheistic, or even atheistic.
Like I said, not an easy term to define.

A follower of one of the new pagan religions. Like wicca, druidry, shamanism, etc. Mostly earth religions. Some will tell you that their tradition is thousands of years old. Don't believe a word of it. One or two of the beliefs are old, yeah, but not a one of the neopagan religions was pieced together more than 60 or so years ago. A 91 escort with a muffler from a 57 chevy is NOT a 57 chevy. But hey, age doesn't make credibility, I don't put any more or less stock in chistianity. I just like people to know the truth about their own religion.

A neo pagan is a pagan that has found the pagan belief system, but mixes it with alot of new-age stuff, rather than old God/Goddess Worship. They tend, it seems, more to the spell end, and oftentimes, isn't a lasting belief for them. It's more of a phase, and usually people who claim neopaganism are still in middle and high school.

Pagan is a religion based on the natral elements of the world. Ie. the sun and stars.
Many misconceptions have been made about pagans though. such as devil worship. Pagans dont even believe in the devil.

It's the New Agers who are essentially (re)inventing or (re)discovering "traditions" that may or may not have existed. Things like Gaia goddess worship. It is a valid and dynamic religious expression.
