All I have to say to you is it's not going to matter the breed so much as it's going to matter how you train it and how much time you have to make him the dog you are asking it to be. If you don't want him to bark, you are going to have to train it. Whether it's a Chihuahua, Terrier, Pomerinian, Toy Poodle, Dacschund, Min Pin, or whatever, the training you put into a dog is what is going to matter. If you aren't willing to do that, don't get a dog.

there are many toy breeds to pick from.the best thing to do is research on the web.some things to think about are;climate,long hair,short hair,are there children in the house,they have to especially careful of smaller dog breeds.Chihuahua's are 5to10 pounds,min.fox terriers are about 10 pounds. another breed is rat terriers.these all are short haired,and can be taught to not bark much.even though they are small, all dogs should have obedience training, puppy classes are available in most areas.

A " Borzoi" is a sm/med. sized dog, non-allergenic, of African descent and does not bark. However, when it gets really upset it does make a "yodel" type sound, but it's not loud, or annoying, and doesn't continue long. It's very a good looking dog. As I said, it is between small & med. However,I don't think you'd be unhappy with one .Good Luck! Thom

I have a Shih-Tzu, named Scrappy, he is a great little dog that doesn't bark. But I think that is just his personality. Some Shih-tzus may be barkers. The toy breeds tend to be needy. You should take that into consideration when looking for one.

Basenji, if too large for ya here are some more...
Dachshund
Havanese ($$$)
King Charles Spaniel
Tibetan Spaniel (aka Tibby)
I have 3 toy poodles... don't *even* consider a poodle... they yip yap at everything. LOL
Terriers usually bark too much, & remember Schnauzers are really a terrier.
Sorry, I can think of many barkers but not that many non-barkers.

A Basenji doesn't bark at all. Just don't get any kind of Terrier breed. They tend to yap. A spaniel is good, but they get medium-to-large in size.

Shih tzus are small and generally don't bark, but they do need to be groomed (whether you learn to do it yourself or take them into the groomers at least 3 or 4 times a year).

Terriers. Of course they bark but not as much some other small dogs.
Also Tea Cup Poodles. Very quiet.

Cocker spaniels are great and don't bark much but they aren't always small - they are small to medium in size. I have four adult cockers and they range in weight from 16 pounds to 30 pounds. Good Luck

A stuffed one.
All dogs bark. It is part of your responsibility as the owner to teach them what your concept of an acceptable level of barking is.
You can't say these dogs bark, those dogs don't. It is completely unrealistic.
