Plain old baking soda sprinkled on the bottom of the box works wonders!! but only put it on the bottom because it works best there and absorbs the urine smell better, also you can buy arm &hammer cat litter deodorizer and it is scented baking soda which helps even more and most cats dont reject it (well I have four and they dont mind) I also like to use this litter called Swheat scoop and I find it cuts down on odors pretty good.

You could try changing the cats diet to a premium cat food IF you are not using that already. Cheaper cat food contains fillers that just ....er...FILL the cat box later.
Try cleaning the box every week and bleaching it out completely instead of every other week. Also, clean the floor and walls around the box with a mild bleach solution or similiar.
If the box doesn't have a cover, purchase one that does and has a charcoal filter.
I use the litter made from silica crystals, but you could purchase the litter with crystals added if your cats don't like the crystals alone. They soak up urine and 'lock' it in.
You can purchase a large bag of PDZ from the Feedstore that is used in horse stalls to help soak up urine. It is Zeolite, the stuff they sell in tiny bags at petstores for outrageous prices. The feed store will sell you a 25 or 50lb bag for less than 10 bucks. You add it to the bottom of the pan prior to putting in the litter.
Last idea, purchase an automatic cat box. People who have them swear by them. I haven't gotten one yet, but I am planning on it.

I *highly* recommend Feline Pine litter (or the knockoff house brand that Petsmart sells). It really really eliminates the urine smell (does nothing for poop smell, but once you smell it you just scoop it out and the smell is gone). You don't smell urine at all, until the point that the litter is totally used up and the box needs to be changed. It smells woodsy.
It's a pelleted litter, and it can be hard for some cats to adjust to it. Follow the instructions on the bag for gradually blending it with the old litter to transition.
Clay litter is really bad for the environment--both in terms of mining the stuff and dumping it in landfills. Feline Pine is just compressed sawdust. Once it gets wet, it turns back to sawdust. It's also totally flushable. It's also much, much lighter than clay litter, so when you are dumping out the whole box and taking it out to the trash it doesn't way a holy ton.
I switched to this on my vet's advice because the clay dust was sticking to my cat's coat (she was in deteriorating health and her coat was often greasy as a result). I've tried many different types of litter, but never had such great results as with this. Before I could barely stand to change the box because it burned my eyes so badly. It's not technically "scoopable," but I don't have any difficulty scooping out the wet parts--wet sawdust tends to stick together.
PS--vets I've talked to advise against using the covered cat boxes.

Even if you scoop, the litter will hold the smell of the urine unless you change the entirity of the litter. Your best bet is to chance the litter at LEAST every week, both for the smell and for their health. Not only is the litter retaining smell, but it's also retaining diseases. For your cats' health, your own health, and your nose's sake, it'd really be a good idea to change the litter more often!

You can use a sprinkle of baking soda in the mix of the litter, you can get a solid odor absorber for the room (you can find these at like Home Depot or Lowe's in the household cleaners dept. Even Target carries them too.). Also, you can try changing up litter to a natural base like pine or wheat. I have fallen in love with this litter called Swheat Scoop. It uses wheat germ to make a scoopable litter that is flushable. With the pine pellets I used to use, I would still get some odor, but with this stuff..barely any kitty odor! It is awesome! I found it Target! :)

Buy a new, hooded litter box with a replaceable charcoal filter. Use Johnny Cat jumbo box liners and a good odor control litter; the liner will keep the litter box from absorbing urine odor. I have 2 cats with one box and no smell!

I use a brand called "Swheat Scoop". it is a wheat based cat litter. It seems to be the only brand that I ever found that completely hides the smell. and the only time you do smell it, right after the cat goes, it actually smells more like cream of wheat!
