Because the German Shepherd breed were design to work and their primary job to do is to herd the sheep around. I would find a local sheep herding club and join... your dog has talent..

dogs will herd anything. since hes a guard dog he might just think hes suppose to chase everything away. he's a real smart dog i see.or maybe hes tried of waiting for someone to walk by so he could chase them. hes practicing for the real thing or hes tried of seeing you not putting the sheep in the barn.hes just broad so hes having some fun. why dont you get him a toy so when hes waiting for intruders he can have some fun. you got a real good dog. he herds and he guards. what a great dog!

Well your story is abviously made up by you. But German Shepherds were originally bred to be a Sheep Dog which protect sheep from wild animals such as coyotes and wolves which are known to prey on animals such as Sheep, Cows and any other farm animals not locked up at night.

Because that's what German Shepherds were originally bred to do - to herd sheep.
If your dog has unsupervised access to your livestock, consider yourself lucky that the herding instinct kicked in and he chose to HERD the sheep instead of attack them.

Look at the name German SHEPHERD. Even tho we associate them more with being guard dogs today, they were born and bred to be herding dogs. That is their history.

your german sheppard is a closet sheep herder, you should encourage him to come out of the closet.
it could be worse.
he could be a closet guide dog.
imagine it, walking around pushing people away from parked cars and stuff.
annoying hey?
