For one thing Yahoo Answers is not the place to be finding this info.
First off you need to have a solid business plan. If you don't know what that is......forget about your whole idea. Resturants have one of the highest percentages of failing so a solid business plan is the only way you are going to get money to start your business. To start a resturant or bar you need A LOT OF MONEY.
You business plan should include everything from how much you are paying your employees, estimated labor costs for up to one year, estimated food costs, design, your menu, location, start up costs, estimated profits, uniforms, beverages, what company is going to supply your paper products, what company is going to supply your food products, equipment, EVERYTHING. Try doing some google searches on business plans and you should probably invest in a good business plan writing program.
The key to having a successful resturant is having a solid plan, good marketing/advertising, excellent food, and almost most importantly trustworthy and caring management. If you don't have a good management staff say goodbye to your resturant.
Planning and opening a successful resturant should take anywhere from 3 to 10 years depending on how much of this you are doing alone. You need a lot of money for start up costs....you have to predict that you aren't going to be making much of a profit for the first couple years so a solid business plan will help persuade the bank or investors to give you enough cash. Good luck and RESEARCH RESEARCH RESEARCH!!!!!!!!!!

You need to hire some lawyers to get your liquor license and all that fun stuff together.
If you're asking here for help, you're a long way off.
