I don't know what you think is "extremely small," but turn your brain to the direction of what you would do for, say, a birthday or anniversary party. In other words, drop the standard ideas about wedding receptions.
What spells "celebration" to you most? If it's food, then you can probably rent a restaurant or have someone amazing cater your party. Maybe go crazy and do something like sushi. If it's the environment, how about a river/bay/whatever cruise? If it's family and friends, go for the BBQ-style idea. If you're a bit untraditional, what about going out to dinner theatre or turning the reception into some sort of mystery party. (Not my cup of tea, personally, but it's something you can't do with a large group.)
What about the ceremony? Are you going to get married in a religious service or by a JotP? That might change things.
If I was looking for something amazing to do for a wedding with very few people attending (and not having a religious service), I would find a way to turn it into a "wedding-vacation weekend." Heck, if money wasn't an issue, I'd rent a couple big ol cabins somewhere beautiful and have campfires and BBQ's and get married among the trees.

When you say "cool" I assume you're meaning original? A couple friend of ours is getting married next summer and they are doing a barefoot wedding. No shoes required! They're doing a picnic theme with wading pools in an outdoor setting. It sounds like fun to me!
If that's a little too extravagant, try a candlelit ceremony. If it's small you can really pull it off well. Incorporate your tastes with the holders!

Go to Hawaii with the people invited, or at some hot beach-ish area. Anyway, and have an outside wedding. Don't get a whole bi white wedding dress thing. Just a small colorful dress. Get a minister and go barefoot on the beach. That's my dream wedding.

The last wedding I went to was small and everything was ordered off ebay. I suggest white chirstmas lights, jello shots, and little roses makes out of Hershy Kisses. You take two kisses and put bottoms together wrap in pink plastic wrap. Than takes some wire and wrap green tape all the way up the stem to hold the pink plastic wrap together to make beautiful roses. Also instead of putting out a bunch of the mints try putting just a couple in white lace with a ribbon tying them into a little pouch.

small weddings are great b/c
*you can spend more on the details that are important to you
*you can have the reception in cool places like art galleries/ museums/ historic areas/ urban loft-lounge areas and there will be plenty of room
*give gift bags to your guests
*plan a day after/ day before activity for everyone. this is much easier w/ a small group.
it would help to know the month and location. :)

Have it at your home, or at a friends home. Go to Michaels and buy flowers etc. Make your own food, and only invite family and very close friends.
Small weddings can be very nice and they are cheaper because you don't have to invite 300 people. I like small intimate weddings better than big extravegant ones.

hot cocoa/coffee to drink (it's cold here in Oct.)
bond fire and marshmallow roasting

home made favors (little mason jars of cocoa powder and mini marshmallows)
home make centerpieces (bronze color pails filled with sunflowers)
home made inviaitions (kit from Michaels)
burlap tablecloths
sprinkled leaves for isle runner

My wife and I had all of our friends do the wedding: music, photos, food, etc. - we gave some of them $$ for supplies, some people donated their part as a 'wedding gift' (really helps if you're a poor college student) and everyone gets a party!

I had my wedding out on our patio...I wore a white sun dress I got on sale at Wet Seal, and we decorated with flowers from the garden. Everything cost us less than $100. If you want a fall wedding...use leaves and pumpkins to decorate!
