Becuase it is Washington, District of Colombia. Washington D.C. actually isn't a city- it's a district within the city of Colombia. But seing as it is largely Gonvermnet, it gets to show up on a map. Kind of like how the Vatican is posted on a map as well, even though it is within the city of Rome, Italy.

because itwas there and named long before they settled and named the state of Washington, and its really hard to move a whole city.

because washinton d.c. is not a state.
also the state of washington became a state long after washinton d.c. was created.
