Okay well I have this guy that I have known for a while and if he hadn't had to transfer no telling where it would have gone between us. He said one day "love you" and then hasn't said anything since and I told him back that "I love you too babe" and he said "I always knew you did." What it just something to get me to say how I feel or does he feel that way too? Since he hasn't said it since....

He may be a little shy when it comes to shoing emotions, souds like he likes you though.

Maybe he's waiting for you to show continued interest. Just keep talking to him for a while, flirt a bit and see how it goes.
