I can't believe not ONE correct answer!
Catholics, Lay people, Priests, Bishops, and even the Pope confess their sins to God THROUGH a Priest.
I have heard the John Paul II Confessed several times a day.

To other Catholic priests, or to a bishop.
Bishops can confess to other bishops, or to any priest. So can the Pope.
In theory, any priest -- even a young priest just ordained yesterday -- can hear any other Catholic's confession, including the Pope's.
In practice, the Pope has a regular confessor -- probably one of the cardinals or another bishop -- who "does the honors."

Catholic priests confess their sins to another priest or to a bishop (if he happens to be in the area and has confessions scheduled).

God, same as all Catholics. They go to another priest for the sacrament of reconciliation, but the confession and repentance and all that goes to God.

Priests to a Bishop, Bishop to a Cardinal, Cardinal to the Pope, Pope to Jesus. Therefore the Pope must be Protestant. :) (Just a joke guys!)

Bishops. Bishops confess to Cardinals, Cardinals confess to the Pope (I think), and the Pope confesses to god.

Because they are sinners like the rest of us, its the rules of the church and they are gaining graces by utilizing one of the seven sacraments which is confession(reconciliation)
