I did that once with the first girl I had even been with. (I bet if she knew it was going to happen, she would have worn better underwear.) I asked for it as a token of the evening but I eventually used it as spank material later on. So it is either that or he wants to wear them.

Its just a souviner, just like women keep certain things from dates, ect. maybe he wants to remember the moment by keeping your underwear, or take them out so he can smell your sent. I don't think there is anything perverted about it at all.
