A picture was drawn of a girl and she thought it was funny is it considered sexual harrassment?

Chuck, the problem really isn't whether or not the girl found it funny, but what the definition of sexual harrasment in your school is. If you are getting in trouble for this picture then someone found the drawing to be uncomfortable enough to classify it as sexual harrasment.
The point is - even though you or the girl, may not feel harrased - there is any number of other people who are aware of the situation, were presant, saw the picture or anything else who may have felt sexually harrased. So your answer would be "yeah - it definitly could be".

Well, technically, sexual harassment is "unwanted" communication of a sexual nature. So it sounds like it does not meet this definition.
However, it would be smart to avoid such communication. Someone other than the person depicted may find it unwanted behavior, or perhaps the person depicted didn't feel comfortable speaking up. In either of these cases, you're back to harassment. Better to avoid the situation in the first place by acting appropriately.

Even if SHE found it funny, someone else may find it offensive. That is the key determination of sexual harassment.
You could have a naked picture of her, which she adores and is proud to display. The moment you display it where others can see, it becomes sexual harassment. Because someone else will find it offensive

It is really not up to the girl. The school has a policy and guidelines to go by. The administrators of the school must follow those guidelines or subject themselves to being called before the school board.

She may not have really found it funny..probably she felt self consious and laughed to keep from crying. And tell the truth .. the person who drew it...did they draw it to make fun of her in some way?
