Does it tell you what DLL? If it does, just replace it. If it doesn't, you will need to re-install whatever app you are using.

There is a file missing within the software that you are using.
Probibly a plug in or add on function since it is a DLL.

C:\Windows\System32\sqlsrv32.dll
missing...............
download it
REPLACE IT not DELETE IT
or
You install MDAC 2.1 or 2.0 and selection complete with this you problem soluctioned
