Real question is: When polycarbonate is known to cut-off 100% UV, why do some polycarbonates show UV transmission through them when tested?

I think what you have referenced for your information source regards the polycarbonate as the substrate, or basic material of the lens, which blocks some UV, but requires an additional coating to block 100% UV.
