I probably could if a Visa gift card is more like a specific business gift card and less like a Visa card. Meaning, if the card could get reported as stolen and I would get arrested for theft for using your Visa card as opposed to losing a store gift card and you have no control over who took/found it and whether or not the person used it.
If you're asking if a Visa gift card can be used on-line, I would think so, as gift cards and credit/debit cards can be used on-line.

You should be able to use them anywhere. Some cards require registration to be used online. The reason for this is Some Merchants require Address verification.
Some prepaid debit/gift/atm cards do work at the pump. They usually have a higher amount on the card.

Gift credit card advertising says you can use the cards just like normal credit card but with gift credit cards there are initial fees and a monthly service fee that can be around $5. On the plus side there are even gift cards designed to rebuild your credit.
Make sure you read the fine print.

yes you can but you can't use it to pay at the pump for gas.
