A friend gave me a bottle of Tokaji wine from Hungary and the wine has little black flecks in it. Is this how the wine is supposed to look?

How old is the wine? If it is very old it may some sediment or harmless 'wine diamonds'*, however I am puzzled why they should be stained black since Tokay is white or gold. You expect black sediment in red wines.

The wine is probably good to drink. Let is rest upright for 24 hours to let the flakes fall to the bottom before carefully opening and pouring.

I'm sure you already know, but Tokay is lusciously sweet. It is a dessert wine for sipping. The label will say how many 'puttonyos' it contains. The more there are the sweeter it is.

Try storing the wine on its side for while. The sediment may settle onto the cork.
