Simple. Ignorance and corruption. If Mexico took all that aid money we gave them and spent it on building schools instead of titties and beer, they'd have everything they needed.

A lot of things add up to a poor Mexico. A 40 hour work week is pretty uncommon in most of Mexico. The Myth of the Siesta is actually pretty factual, in most Mexican cities people take a few hours off in the middle of the day to relax in the heat. Consequently, Mexico doesn't generate revenues like the US does. It's people working for less prosperous industry are comparatively somewhat poorer and they face a less stable consumer market than Americans. The money that the Government can tax is often consumed with the corruption mentioned above so public works are challenged. The Tourism industry is so powerful in Mexico that they are able to make demands on the Goverment rather than the other way around. Tax money from resorts pay for improvements to local airports and infrastructure.

Mexico IS a RICH country. It is the corruption in their government and in those who control the wealth in Mexico that causes the abject poverty. Mexico has the resources that could allow a good life for its people. The rulers prefer slavery.
Revolutions have not helped.... criminal rule has continued despite the revolutions. There are two distinct classes there, Castillian and Poor. Castillians of Spanish descent rule the country, except the rural areas where outlaws are in control.
The way I see it at present and in the past few decades, Castillians have been driving the Poor(their slaves) out of the country to STEAL from the USA. This benefits the Castillian ruling class because the slaves send stolen money back to Mexico.... which ends up in the hands of the masters.
Until the Mexican people stay and fight for an honest and beneficial government in Mexico, instead of deserting and feeding money back to their masters, Mexico cannot improve. The money stolen from the USA that ends up in the hands of the masters, just perpetuates the conditions the poor are fleeing.
Mexico keeps its poor ignorant as possible.... educated people do not make good slaves.
Illegal aliens: GO HOME, FIGHT against the corruption. It is the ONLY way to a truly better life for you and yours.

It's a short-sighted question, as Mexico got rid of a 70+ years dictatorship in all but name (one party ruled for a long time) in the late 80s and that party was corrupt to the bone.
They're gonna need time to get their act together and it wasn't until the late 90s that Vicenet Fox did a somewhat competent job at that. I hope Mexico continues their good trend with the new president and ignore the other candidate, Lopez, who complained of electoral foul play. Honestly, since Lopez symphatizes with Venezuela's crazy president Chavez, that's reason enough to be wary of him. Lopez would probably undo Fox's reforms.
Besides, Mexico has a lot of other historical baggage that's not easy to get rid of, such as discrimination against thier local indians. Also, Mexico and the rest of Latin American have a serious problem falling heads over heels in love with populist idiots that seem to do some short-time good but end up ruining the countries in the long run.
What's more, Latin Americans need to stop being reactionary. Yes, the USA sucks at times. Just because the USA does something, it doesn't mean its automatically wrong. Instead of dictating policy according to the US ("if they do this, then I will do the contrary! HA-HA that will show them!!1) just to be contrarian, or opposing vague stuff like 'capitalism' because it what all the cool kids do, Latin America needs to do things according to what works best for them and ignore the haterz.
(I can't belive I resorted to high-school speak, but it works...)

Common Sense is the ability of the Comman Man to rule himself. Right now, the drug cartels run Mexico (and a number of other Central and South American countries). The President is dependent on the States to fix his problem in any way. Did you know that the highest numbers of immigrants to Mexico are still from the States? Their tourist towns are so beautiful, Americans are retiring there. But the infrastructure is rotten. Mexico needs a complete overhaul. The problem is that their government seems to be built on corruption....... it will fall before it is fixed. Until then.... we will get those too weak to save themselves.

Well one is that despite what you said they don't have the best of resources. For example the US has the benefit of being one of the only countries in the world with enough farm land to feed itself. More than enough in fact. Mexico on the other hand is a barren wasteland that is so corrupt it is not even funny. Also one of the things about any market economy is that you need money in order to make money.

Ignorance, laziness and lack of ingenuity. It's so much easier to come to the USA and live off our welfare, live off what WE accomplished by protesting, voting, making changes. If they had any common sense they would live in a country (their country) that cares for it's people by making changes there. They would take that $2000 they used to pay a coyote to bring them to the USA and go to Mexico City and get a job THERE then get the wifey and those ocho bambinos moved there and wifey could get a job there too. Move to where the jobs are IN THAT country.
The USA has not always been fair to all it's people, still isn't to some degree, but we, the American citizens, voted, protested, grouped together, made changes and WE built the USA through many, many years of continuing to make those changes, into what we have today. If we had run off to who-knows-where and not stood our ground and made those changes, our country would probably be a crap-hole like Mexico. But, we didn't run, we stayed, worked hard, and made changes, went through hard times, we had soup kitchens, bartered when we had no money, traded instead of bought, did what we could to survive until changes came, and those changes DID come, perseverence paid off. When will Mexico and the other countries realize, you can't run to another country and take what is not yours. That is criminal. Illegal entry is criminal. Americans do not condone such laziness, lack of stamina, lack of spunk, failure to organize protests and demonstrations in those people to make changes in THEIR country. We do not owe them anything. WE are not responsible for their lack of common sense. You don't build a house from the top down. You start at the bottom and build it up. That is what they need to do in THEIR country. Build it UP.

Have you ever been to Mexico. Not a resort in a regular town. If you see how poor these people live may be you would understand. They can work and have good jobs.. do you want to know how much they make like $25.00 a week. You try and feed your family with that. But you know people like you would never understand because you're in the US living off of welfare and what not.

NAFTA my friend, NAFTA. Just wait 10 - 15 years and the US, Mexico, and Canada will be in a union similar to the EU. With China emerging into the global marketplace, we need a stronger local market and Mexico will be booming very soon...

Look, first you stole half of our lands, then you came down and bribed our governments and officials to steal our resources, then every time we managed to get a little money together, why you'd just send us your cheap shoddy American goods so you could steal that too!
Finally you gringos have it all: Our land; our resources and our wealth.
You ask why do we come to your country?
Hell man, we're just like the drunk party guest who comes back to your house at 3:00 AM because he forgot his coat.
Hey, man, we're just looking for our stuff, man..........

Simple, many resources and workiers are coming to America, instead of trying to improve there own country.
There is also a huge class gap, which needs to be lowered before Mexico can beocme a wealthy nation.
