As long as the outside collection agency doesn't employ the horrible ta-tics the IRS did a few years back .. I don't see a problem
Rules and guidelines must be implemented and enforced

i work with the irs on a daily basis...the problem here is that they may be turning over incorrect information....anytime there has been money sent to them and they do not have it posted properly or it hasnt been posted at all then how does the collection co know it? also irs has a bad habit of going in and moving and/or shifting funds from one period to another and by the time its figured out then you gotta wait for them to fix it.....there is no way this is going to work...the irs has a case of the left hand not knowing what the right hand is doing!

More money and higher interest rates. You'll wind up paying the IRS penalties and interest, and then again on the collection agency. Should be illegal.

It has its pros and cons. the ppl who are not paying taxes or defaulting will now be harassed more than usual by these private corps, The rich might still get away easy as they will be owning most of these private agencies and clear their money without paying a penny.

It will mean lies and abuse of taxpayers. No collection agent is going to tell a taxpayer, the way the IRS usually did, that s/he should pay CURRENT taxes first, so as to minimize penalties and interest.
And there will be late night telephone calls, defamatory calls to family and neighbors, mistakes as to identity . . . and worse.

It's a bad idea, much as turning over management of federal prisons is a bad idea. Bad ideas from the federal government abound during these times under the 'decider'.
