Yes, There is something wrong!!! No, he is not retarded!!!! My son acted the same way. I had no clue. I took him to the school district. They evaluated him and said that he was on the level of a 1 year old at the age of 3!!! They ran a bunch of tests. Turns out he had constant ear infections that the pediatrician missed. He had fluid on his ears that had been there for 2 years!!! We went and saw an ENT. They did surgery and he is great now!!! Totally different kid. That may not be the reason your nephew acts that way, but there is a reason!!!!

My daughter is 31 months and still doesn't talk. She has allot of behaviour problems as well. She is being evaluated now for an autism spectrum disorder as well as a number of other things. I would tell your nephews parents to have him seen ASAP. Many of these things can be helped if caught early enough and the child can live a normal life but if left alone they can have allot of problems especially come school age. Another word to the wise, you may not want to use the word retarded, it is an awful label to give a child. Cognitive delay or disability is much more socially acceptable.

You should talk to his parents about taking him to the doctor. He could just learn slower than other kids. My brother was the same way all he would was noises and point at things when he wanted something. He started talking when he was 4 now he is 19 & everything is Ok. When he started to go to school they put him in speech, which helped him with the pronounciation of words. It helped him alot. So dont worry everything would be okay. One thing when you'll talk to him always use whole words and complete sentences, it helps.

He should be evaluated by the local school district. They provide services starting at age three, but if he's close to his third birthday you can call now. It could be that he has just a speech and language disorder, or it could be more serious like autism. Also, has his hearing been evaluated? That is something the school would want done to rule out a hearing loss.

He may have a hearing problem If he has a hearing problem..he may be TRYING to say the words..but says them the way they sound to him! And his screaming and crying...seems like his way to let you know he's frustrated! Have his hearing checked...and maybe have him evaluated..

Try not to worry to much every child is different and develop at his or her own pace. But contiue to talk to him and play with him.Keep his mind stimulated and read to him if no one is really communicating with him his speech will lack development.

Would be a good idea to have him evaluated.
If there is a problem, his parents will want to get on it as soon as possible. The sooner it is addressed, the more likely it can be resolved.
