In the US and England, the police definitely are the good guys. I've been told by people I trust who have been there, that in Mexico some of the biggest crooks are the ones with a badge or preside over courtrooms.
Some people have a problem with authority because they don't want to be constrained by laws. It is okay to hit, kick, and cuss-out a neighbor, but don't let the neighbor do that to you. Police are evil to people who want to smoke their grass and flip off the oil companies by driving away without paying for the gas.
A good police force makes cities more safe and liveable. A good, ethical, and law-abiding citizenry minimize the need for police officers, but such citizens are increasingly rare and that makes the need for cops all the more important.

As a former police officer we call it OPM. That stands for Other People Misery. No one is glad to see the police. If a cop shows up then it means something bad has happened or will be happening( you got robbed,Someone is dead, you are getting a ticket ect.) It is a hard and often thankless job. However if you change one persons life it makes it all wortwhile. So on the whole I would say decrease problems.

Well of course police have a very important impact on safety!! The whole reasoning behind funding a police force is to DECREASE crime. There may be issues with corruption and a few 'dirty' officers, but without a police force, lawlessness would take over. Of course police decrease society's problems!

Police are very necessary and usually very helpful. Imagine how it would be if there were no police, there would be chaos. The only ones who seem to complain about police are the ones who have a reason to fear the police, the ones who have broken the law. Laws are necessary, and police are necessary, we just have to find that perfect balance which unfortuantely does not exist.

Sorry but I did not understand your question at all.. In general, though, I can say that years ago, the police did help people but today and beginning about 15 years ago or so... the police are ONLY after money.. lots of it.. and by their incompetence and greediness, they do not help people.. they hurt them.

yes, they do help. Maybe in India they are corrupt, but they are very necessary to keep the law and order. Just given the whole police force one-day holiday and see the difference.

They do. You may find a few corrupt ones. But do not taint the entire force. Also, in most cases, people do not give them due respect. Follow the rules, then U should have no problems.
