the arrest was made for violation of federal narcotics laws including possession with intent to distribute narcotics as well as an overall conspiracy to do the same. The arrest was made upon probable cause, and no warrant had been issued. The subject is a native Spanish speaker and speaks English haltingly.

Cases of that jurisdictional level are handled through the U.S. Attorney's office in that district. That would be the equivelent to a county district attorney's office if it were state charges and not at the federal level.

The procedure of prosecution are similar to that of the local level, but the defendant makes his/her appearances in federal court instead.

Procedurally it is too complex and has too many variables to try to address in this forum.
