Is there a course or program that teaches Japanese phonetically?

I mean with writing in English .. eg.. canechiwah or ali gato

All the methods I know for teaching Japanese will eventually want to nudge you into reading and writing Kanji and Kana.

As to writing the sounds of Japanese with the English alphabet, there are several systems, but the Hepburn system is most widely used. Even so, there are some slight difficulties with it!

I suggest that you make a try at learning to read and pronounce Hiragana and Katakana; there aren't that many of them, and you should be able to do it in a week.
