I just moved to Chicago from the milwaukee area for college, and daily commutes on the red line have me wondering, if i were to fall on the 'L' track which track should i avoid? In other words which one carries electricity?

Don't touch the "3rd rail." It's the rail elevated and to the outside of the two travel rails.

They should have a separate rail inside the 2 normal tracks.
