First set a spending amount for all the favors combined. If you can only spend $200, then don't look at expensive gifts.
Since the girls are so young, maybe something fun instead of traditional. You could buy them jewelry, maybe something like crystal instead of gemstones. A small cosmetics sized bag with their names and the wedding information on them. Maybe some scented bath products like lotions or bath salts. Scented candles are a popular item. Maybe a small compact or manicure set. Key chains, a small jewelry boxy, trinket box, picture frame, you have a lot of choices here that won't be too mature for 18 year olds.
For the boys, maybe a bank in shapes of things their parents say they like, a train, baseball, football, etc... It would be something they could keep and use for many years to come. Try a quiet toy that they can play with at the ceremony to keep them occupied and out of trouble. A yo-yo, picture book, stuffed animal, etc... Ask the parents of the boys what they like, and what they could use. Maybe even offer that instead of a gift, you help pay for the accessories like ties and things. At that age, they won't really care about the gift unless it's something they can play with. Monogrammed cuff links won't be a big hit.
Mostly, just stay with in your budget, and have fun!

I had a bride give these little bags with a picture of each bridesmaid on the bag. They were totally cute and i love mine. http://www.bagettes.com/
If not gift certificates to clothing stores are always useful
For the little guys ask there mom if there is some type of toy they are into, or buy them a DVD of some children's movie.

you can do anything from something each of them like, or if you want you can give jewelry to them that they will wear in the wedding. I did this for my bridemaids. I kept the jewelry fun so that they can wear it out again. I also threw in a little personal something for each of them. And for the little ones, I would suggest something that interests them, if it's a toy or a game.

I would definitely agree with www.bagettes.com they are adorable. I made my bridesmaids jewelry (earrings and bracelet) they came out awesome. Then I bought little jewelry boxes with their names engraved and I'll have the jewelry inside for them to wear on the wedding night. It just depends how much you want to spend....GOOD LUCK!

i had pictures taken of me & my bridesmades together and framed them for a gift and taped a thank you card to the back with a gift card in it.....the gift card was to a local music store and it was for the average amout to buy an album...i put a lot of thought in it!
for the little ones in my wedding i made little baskets full of goodies.....i put a t-shirt in the bottom with Nemo on it & a Finding Nemo DVD, that was the current disney new release...and filled in the basket with little toys...bubbles, hot wheels, teddy bear, Old Maid cards, stuff like that
