To answere the question at hand:
Grooming Standards

Yes you will. The reason that they make all recruits cut their hair, is because they want everyone looking the same-- in the military, you are as one big unit, not individuals. To prevent people from being individuals, they make you cut your hair.

The Army JROTC is an impressive group to be involved in. Congrats on making a good choice in life, by going into the Army JROTC.

According to the source listed below, "The Army is a uniformed service where discipline is judged, in part, by the manner in which a soldier wears a prescribed uniform, as well as by the individual’s personal appearance. Therefore, a neat and well-groomed appearance by all soldiers is fundamental to the Army and contributes to building the pride and esprit essential to an effective military force."
The source also says:
"The requirement for hair grooming standards is necessary to maintain uniformity within a military population."

I hope that helps you to understand why you must get your hair cut.

Yes. You don't have to have a crew cut or a high and tight but it does have to comply with UCMJ. Basically off the collar and over the ears.
