When I used to rent, I would spray all along the baseboards of the rooms. Make sure you get around windows and doors, as well. You may not have brought them in. In a dorm it is not easy to control what others are doing, so bugs can be a problem. Wash the clothing you brought, just in case, ans spray the inside of any bags. Le them air out outdoors before putting away.

Roaches are a horendous problem. Once they find a home, trying to get rid of them is a real battle. Unfortunately, there is no fast cure. Roaches can live in the tinest cracks and hide.
You can try using a roach bomb but I don"t know how you would explain that to your roommate. Use also a spray, but be sure to keep using it steadily. Two different kinds is better than one. Be sure that you or your roommate does not bring in any food to leave around, even if it is wrapped well. Be constant in your spraying routine.
You could try the boric acid and cornmeal as suggested from below. You don't need the water, but it does spread and I'm not sure it may be something that you want to put everywhere. You do have a real problem because you also have to think of allergies to you or your roommate. Also try the little bug traps that are in the containers. You can always say you put them there just in case.....

Detonate a neutron bomb. But optionally you could ask everyone from campus and surrounding area to go visit their relatives or something for a year or something (i don't know very well the side effects for that weapon) and be sure when you come back you'll find all living thing history, including roaches , mice , dogs, cats ... OH my God.. don't forget to evacuate the cats first!!!
