First: Be really informed.
Second: Be around people that are resposible for planning, logistics, and delegating resposiblity.
Third: See where you can apply yourself. Often, its about creating the three basic needs. Food, shelter, clothing.
An example: How could you create an ability to refrigerate food? You only would have a couple of days. Help specify a deisel generater, outdoor fridge, tents, etc....

It depends on the disaster. There may be damage to utilities, for example power supply and need to repair electricity generation equipment or water supply pumps or provide emergency equipment. There may be a need for earth moving equipment, repair of pipes etc, lifting equipment.
