These are illegal south american immigrants who will then ask you for money to help their family, etc. There are a few of them who hang out on Champs-Elysées, and other main streets in Paris. They seem to know which people are tourists or foreigners and target them. You see the same ones days after day. I am not sure how they came to be in Paris.

They can be a mix of people. There are a large number of beggars in France, particularly around the tourist areas, who target tourists as they are seen as more gullible and naive. Also, it is VERY easy to tell who are tourists in Paris and who aren't (when I went to Paris, my brother and I went around guessing who else were tourists), particularly if they overhear you speaking English.
However, if you are at a restaurant, or such, and you initiate the conversation, they generally assume you can speak English, and will ask "do you speak English?" (or often will speak English without even asking, which is very annoying if you're going there to practice your French).
And of course, you get the tourists who are baffled by the whole French-language thingy.

I 've been in paris in july, I'm italian so when I would ask for an information I asked " sorry, do you speak english?" just because it's the only alternative language I know a little.

definatly other tourists. a lot of people who go to france dont speak enough french, and french poepl e find it amusing to mess with them even though they speak a lot of other languages quite often.i just stayed with my french friends and they admitted it to me.
