Because a beard can be used to aid in the concealment of illegal devices for the purposes of giving the horse an "edge".

not really sure that this is fact as it would not necessarily affect their abilities
however i can not think of any who did have a beard or for that matter even a moustache but somewhere there must be one

Because they might need to scratch it and it will put them off balance... they could fall of and die.
